You could try the Tap & Die Co. (www.tapdie.com). They don't appear to
keep it in stock, but will make it for you.

Where Sales 27mm x 1mm, left hand thread taps?
 
What's wrong with the threads the way they are? Can you lap them out
with a mating stud or bolt and some valve grinding compound?

Currently, there are no threads. If a tap was not too expensive, I would
like to cut some threads into it instead of using a steering wheel type
puller arrangement.

Have you checked out Motion Specialties line of motocycle alternator
core pullers?

I bought one recently and it was well machined and nicely powder
coated.

Can you supply a pic of your work piece?

Do you have a link for them?

I have a puller for 27mm x 1mm, left hand thread rotors, but this rotor
isn't that way, though it could be tapped to do so.

It's a 1987 Kawasaki KDX200. 1989 and newer models use the puller.

How about taking the rotor to a shop and having them single-point the
internal LH thread on the lathe?
