The blind can't see the targeted ads being pushed at them as a result of
Windows 10's personal data slurping, which means there's no money in it
for Microsoft or the ad-flingers, so they couldn't give a toss about
you, hence the lack of accessibility features.

Cynical, but that's the way it is. With Windows 10, YOU are the
product.
