It's an old favourite, but still wrong. Once they've put that there
it isn't blank any more...

Perhaps it should say something like "This page otherwise blank" -
but I can't think of a good text.

Clearly the answer is to print on the preceeding page "For manufacturing
reasons, the next page is intentionally left blank. Feel free to doodle on
it" ;-)
