If you're familiar with the technical details of image resizing try
Imagemagick. High quality conversions, free, open source, but command-
line only. Used on the server-side of many websites. Supports 16bit
graphics and other high-end features. Handles extremely large
directories. I processed over 10,000 pics taken on vacation in one short
command-line.

If you want a painting package, try gimp. Free, opensource, can use free
and commercial photoshop plugins, many scripts available (like actions or
droplets in Photoshop)

If you need RAW image support from digital SLR camera one of the best
I've found is bibble. Conversion only, not a paint program. Has a free
30day trial. Excellent quality in one button auto-correction. Photoshop
corrections don't come close to this. Usually for print work, most people
don't "need" this level of quality, especially for web use.

A high quality windows paint and conversion commercial program is paint
shop pro. Supports RAW, HDR from standard bracketed images, watermarks,
uses photoshop plugins. Under $100.
